Both my laptop(Compaq Persario V2000) and my TV (Daewoo) hold S-Video Input and Outputs. When i plugged the S-Video in and pressed Fn+F4 I get a picture on my TV, but it was black and white and it be jumping. I looked adjectives over the internet for an answer but i didn't find one. Please help me. PS When I put within a movie its black instead of showing the movie. But i can see the cursor. P.P.S I have an ATI RADEON XPRESS 200M pictographic card. And I couldn't find the upgrade on the ATI website.

You need a better pictographic card, bro.
Did you configure your display settings in preferences?
most of them enjoy a setting which you can change, this is for differences between PAL and NTSC. look on your taskbar within the bottom right for a program with ATI within its name, save try going to properties when you right click on your desktop. hope that helps.
Try varying your monitor resolution to its lowest setting. TVs can't handle the illustrious resolution.

It sounds to me like you own either a fruitless cable or your tv's svideo port isn't working properly. your laptop is sending out signal, but the interpretations by your tv isn't exactly the same.
i would try another svideo cable. if that doesn't work, maybe try connecting to another tv. if it works, then it's your tv
you should bring something called iTV, it is wireless, but i presume it only works on Macintosh
